MapleStory has different regional services (Global, SEA, Korea, Japan, etc.), and availability can differ by where you live and how you’re installing it. Nexon even notes that “game region access may differ based on the game’s service availability.” Also, the Steam version has been region-restricted for players in some regions for years.

In practice, you usually can’t transfer your account and characters from one regional service to another. If you want to play a different region’s MapleStory, you typically need to start on that region’s service (aka, install a new account for that region).
